Well no time is a bad time but.....my picks would be Feb - April and Sept - Nov.
It is definitely wetter and more humid in Dec/Jan, but with the water temp around 25 Deg it won't stop your swimming and surfing, and the like......lovely balmy evenings around this time of year.
Winter has great clear days and around low 20's for the High's but it gets cooler either end of the day for sure, you will need an extra layer, and maybe even those cosy slippers, and a poncho style garment (are they still in fashion...?). If you are after a warm winter escape you really need to head further north to Cairns/Port Douglas.
